A stray dog waits in a kennel Wednesday, Oct. 13, 2010 at the newly expanded Weber County Animal Shelter in Ogden, Utah. The shelter will soon house all of the animals collected by Ogden and Roy animal control officers in addition to those collected by Weber County officers.
